Activity Successfully Held in Yunnan for Promoting LMC Water Cooperation

An activity of experiencing the Lancang River for promoting the Lancang-Mekong water resources cooperation was successfully held in Yunnan province from August 23 to 26. Around 50 representatives, including officials from the Ministries of Foreign Affairs and Water Resources, diplomats from Cambodia, Laos, Myanmar, Thailand and Viet Nam, overseas students, Chinese experts and journalists at home and abroad, attended this event. They had in-depth exchanges on further promoting the Lancang-Mekong water resources cooperation.

The delegates visited the Nuozhadu Hydropower Station, the Manmi Resettlement Village, the Yunjinghong Hydrological Station and the Jinghong Hydropower Station, and held a seminar on how to deepen and upgrade the Lancang-Mekong water resources cooperation.

Zhou Hongyou, Counselor of the Department of Boundary and Ocean Affairs of the Ministry of Forgein Affairs, Hao Zhao, Secretary General of the Lancang-Mekong Water Resources Cooperation Center, Wang Yongxiang, Chief Safety Officer of China Huaneng Group Co., Ltd., and Zin Mar Htwe, CDA of Myanmar Embassy in China attended the activity and addressed the seminar. 

Zhou said in his speech that he felt honored to join with other representatives to visit water facilities such as the Nuozhadu and Jinghong Hydropower Stations and the Yunjinghong Hydrological Station in Yunnan. The delegates heard touching stories of the upstream and downstream countries joining hands together to prevent floods and droughts. They felt the bonds of the Lancang-Mekong family and had a deeper understanding of drinking from the same river and sharing a closely linked future. He pointed out that the Lancang-Mekong Cooperation is a new type of sub-regional cooperation mechanism among China and the Mekong countries. Since its initiation, the LMC has harvested a lot of fruits, particularly in the area of water resources cooperation, and set a golden model for regional cooperation. In the future, China will follow the consensus reached at the LMC leader's meeting, make unremitting and concerted efforts to seek cooperation and promote development. He also encouraged the youth of the Lancang-Mekong countries to uphold the cooperation spirit of the LMC, to continue friendship of the LMC family, to work together for a new and beautiful chapter of the LMC, and to make contributions to the building of a stable and prosperous Lancang-Mekong region.

Hao Zhao said that the LMC came into being because of the shared river, and harnessing the river for common good is essential to future success. Since the establishment of the LMC mechanism, water resources cooperation fully follows the consensus of the third LMC leaders' meeting. It formed and upgraded the water cooperation mechanism, formulated and implemented the five-year plan on water resources cooperation, strengthened technical exchanges and capacity building, conducted pragmatic water projects, promoted information sharing, enhanced joint research and expanded partnerships with other domestic and international agencies over the past six years. As a result, we have upgraded the Lancang-Mekong Water Resources Cooperation and made great contributions to the improvement of well-being of the people and the construction of a community with a shared future among the Lancang-Mekong countries by improving water governance toward sustainable utilization and management of water resources. Chinese side has provided hydrological information of the Lancang River in the flood season to the Mekong River Commission Secretariat for consecutive 19 years and all year round since 2020, making great contribution to the flood prevention and disaster reduction along the Mekong River basin. It's hoped that officials, experts, media and the youth can maintain an objective and scientific attitude towards the causes of flood and drought disasters in the basin, and fully recognize the positive effects of the Lancang river hydropower stations in "storing some water in wet season and releasing more water in dry season". It's also hoped that the true information could be conveyed to the public so as to create a sound, objective, and friendly atmosphere for our future cooperation.

Wang Yongxiang extend his warm welcome to the delegates' visit of Nuozhadu Hydropower Station and Jinghong Hydropower Station. He expressed that China Huaneng cherishes this kinship bond, and has been actively deepening development of green Belt and Road. The company carried out cooperation of green hydropower in the Lancang-Mekong region, and has successfully launched the Shweli River I Hydropower Station in Myanmar, and the Lower Sesan II Hydropower Station in Cambodia. The projects have been providing safe, reliable, green and clean electricity for the social-economic development of Myanmar and Cambodia, bolstering the local water supply and eco-protection, and bringing real benefits to the local people, setting up a hydropower cooperation model of Greater Mekong Sub-region. China Huaneng stands ready to abide by the guidance of relevant government departments, and to exert the advantages of Huaneng Hydro-Lancang Co., in technology, capital and management in hydropower development and its geographical advantages, proactively engage in relevant work under the framework of LMC, actively respond to the requirements from the Six Major Measures to Benefit Mekong Countries, earnestly implement the LMC grand vision and strategy, carry out communications with relevant parties of Mekong countries in energy sector, focusing on project cooperation opportunities which are more deliverable and benefiting people's livelihood, so as to make contributions to the high-quality development of the Belt and Road Initiative demonstration zone, the Global Development Initiative pioneering zone, and the Global Security Initiative experimental zone, and to the building of a closer community with a shared future among Lancang-Mekong countries.

Zin Mar Htwe highly appreciated China and the Mekong countries for stepping up practical cooperation on Lancang-Mekong water resources management, and achieving tangible results in the area of providing water safety for building a stronger economic development belt in the Lancang-Mekong River basin and a closer community with a shared future for the LMC countries. She thanked China for continuously sharing hydrological information with the Mekong countries and offering support for projects funded by the LMC special fund. She said that the Lancang-Mekong River flowing along six countries is a fortune for them. Each country in the river basin shares the responsibility to protect the sustainable development of the basin. The six Lancang-Mekong countries should implement the Seventh LMC Foreign Ministers' Meeting, focus on stepping up such cooperation as water resources, environment and meteorology and explore the possibility of establishing the Lancang-Mekong disaster management cooperation mechanism. Myanmar would like to uphold the LMC spirit and continue to materialize the peace, prosperity and development of the Lancang-Mekong region in its own sustainable way.

Professor Zhai Kun from Peking University, Director Guo Yanjun from Asian Study Institute of China Foreign Affairs University, and representative from the Department of International Cooperation and Science and Technology of the Ministry of Water Resources of China delivered presentations respectively.

Young diplomats from the Mekong countries, overseas students shared their opinions and proposals for the Lancang-Mekong water resources cooperation. The Activity strengthened their acknowledgment towards the importance of water infrastructures in mitigating droughts and floods, and deepen their understanding of Chinese efforts to ecological and environmental protection while developing hydropower.

The Chinese youth representatives from Huaneng Lancang River Hydropower Inc. and the Yunjinghong Hydrological Station shared their experiences of sharing hydrological data with the Mekong countries and showed their enthusiasm towards the cause of water resources cooperation.
