Pilot Project of Laos National Water Resources Data and Information Center Construction
Ⅰ Project Summary
Based on Laos’s key demands for water resources monitoring and management, the project aims to carry out the Pilot Project of Laos National Water Resources Data and Information Center Construction to realize the automatic collection, transmission, early warning and forecasting, and connection & communication of hydrological information and data in Lao PDR. In the meantime, through the implementation of the project, the professional technical and managerial personnel of Laos will be systematically trained, and the water resources monitoring, early warning and forecasting capabilities will be greatly improved so as to provide decision-making support and technical safeguard to flood control, drought relief and integrated utilization of water resources in Lao PDR. The main scope of the project includes planning of Laos National Water Resources Data and Information Center, construction of Laos National Water Resources Data and Information Center Station and construction of automatic data collection and transmission system of automatic water resources gauging stations

Ⅱ Objectives
As per the demand for water resources management, flood control and disaster reduction in the Mekong River Basin as well as actual needs for Laos water resources monitoring and management, the project aims to carry out the Pilot Project of Laos National Water Resources Data and Information Center Construction to realize the automatic collection, transmission, early warning and forecasting, and connection & communication of hydrological information and data in Lao PDR and greatly improve water resources monitoring, early warning and forecasting capabilities in Lao PDR so as to provide decision-making support and technical safeguard to flood control, drought relief and integrated utilization of water resources in Lao PDR as well as technical demonstration to countries in the Mekong River Basin.
Ⅲ main activities
1. Overall planning and implementation scheme of Laos National Water Resources Data and Information Center
Information and data on current situations of water resources of the mainstream and 12 main tributaries of the Mekong River in Lao PDR shall be collected and analyzed, and the major gauging station networks, information collection system, information transmission system and data and information center of water resources shall be planned and preliminarily designed through field investigations and surveys. The general construction objectives of Laos National Water Resources Data and Information Center System shall be proposed, and Planning Report and Implementation Scheme of Pilot Project of Laos National Water Resources Data and Information Center Construction shall be prepared pursuant to demand on management of national water resources in Lao PDR.
2. Pilot Project of Laos National Water Resources Data and Information Center Construction
Water resources data and information center station shall be completed according to the Planning Report and Implementation Scheme of Laos National Water Resource Informazation Construction, including water resources information database system, computer local area network system, consultation system, water regime & resources information display platform and other facilities.
3. Automatic data collection and transmission system construction of automatic water resources gauging stations in Lao PDR
Automatic data collection and transmission system of automatic water resources gauging stations in every province shall be constructed step by step, and equipment integration and installation at 25 automatic water resources gauging stations shall be completed as per construction planning of Laos national water information center, mainly including auxiliary civil works of 25 automatic gauging stations at 13 hydrometrical stations and 12 precipitation gauging stations, covering observation facilities, instrument rooms and lightning protection and grounding system, as well as equipment integration, installation and debugging of water stage and rain sensors, telemetering terminals, communication equipment and power supply system.
Ⅳ Expected Outcomes/Achieved Results and Prospects
Remarkable achievements have been made through the implementation of the project. For example, Planning Report and Implementation Scheme of Pilot Project of Laos National Water Resources Data and Information Center Construction was prepared, national water resources data and information center station, 13 water stage and rain gauging stations, 13 rain gauging stations and 1 online flow gauging station in Lao PDR were completed (including construction of civil works and field installation and debugging), and Final Report on Implementation of Pilot Project of Laos National Water Resources Data and Information Center Construction was prepared; an accredited journalist assigned to Lao PDR by the People’s Daily gave a report on how the water resources data and information center was working and playing its role so as to make Lao PDR keep improving its capabilities of responding to natural disasters and managing water resources.
Automatic collection, transmission, pre-warning & forecasting and connection & communication of hydrological information and data in Lao PDR have been achieved by completion of Laos National Water Resources Data and Information Center, and water resources gauging, early warning and forecasting capabilities in Lao PDR have been greatly improved through systematic training of technical and managerial personnel of water resources in Lao PDR so as to provide decision-making support and technical safeguard to flood control, drought relief and integrated utilization of water resources in Lao PDR.
