Comprehensive Planning of Major River Basins in Lao PDR
Ⅰ Project Summary
The projects aims to coordinate the development, utilization and protection of water resources of the major river basins of Laos to formulate comprehensive treatment and protection planning schemes including hydropower generation, flood control, water supply, irrigation, navigation, and water resources protection; and to put forward recent project implementation opinions and implementation effect analysis. The project has systematically formulated plans for the construction of water conservancy infrastructure networks in the basins, established a technical system of comprehensive control in the Basins of the Nam Ou and Nam Theun/Kading Rivers in Laos, and provided technical support to improve their flood and drought resistance and disaster prevention capabilities, promote the orderly development of water and soil resources in the basins, protect the water ecological environment, and ensure the sustainable economic and social development of the basins.

Ⅱ Objectives
This project aims to establish a technical system of comprehensive control in the Basins of the Nam Ou and Nam Theun/Kading Rivers in Laos, improve their flood and drought resistance and disaster prevention capabilities, promote the orderly development of water and soil resources in the basins, protect the water ecological environment, systematically draw up plans for the construction of water conservancy infrastructure networks in the basins, and support the sustainable social and economic development of the basins.
Ⅲ main activities
The main activities of this project are to coordinate the development, utilization and protection of water resources of the major river basins of Laos to formulate comprehensive treatment and protection planning schemes including hydropower generation, flood control, water supply, irrigation, navigation, and water resource protection; and to put forward recent project implementation opinions and implementation effect analysis.
Ⅳ Expected Outcomes/Achieved Results and Prospects
1. Status Investigation and Evaluation of Nam Ou and Nam Theun/Kading River Basins.
By preparing the Status Investigation and Evaluation Report of Nam Ou and Nam Theun/Kading River Basins, summarize the status quo, problems and planning needs in practice of river basin management, development and protection, which lays a foundation for the following cooperation in the area of water resources.
Based on the analysis of water resources management, status quos of development and protection and outstanding problems in the basin, the project team set the objective of improving the production and living conditions of the public; persisted on the water management concept of people's livelihood first and green sustainable development; specified the main tasks for river basin control, development and protection; developed the comprehensive planning and general layout for the basin in consideration of the conditions of water and land resources and the need for sustainable development of the social economy; proposed the overall planning scheme for water supply, flood control, irrigation, hydropower generation, ecological environment protection and water and soil conservation, and it is the model and blueprint for Laos' future water development. The reports passed the technical consultation and were accepted by MONRE of Laos. The preparation of comprehensive river basin planning has further deepened the cooperation between China and Laos in water resources, laying a foundation for further extensive cooperation.
