Ⅰ Objectives
To share Chinese best practices, technologies and experiences on Hydropower Station and Dam Safety Management, assist Laos, Vietnam and other Mekong river countries in establishing dam safety regulatory framework that suitable to LM countries. Through training and joint research to improve dam safety management practice and increase friendship between China and LM countries.
Ⅱ main activities
1. From 13th to 26th June of 2019, a 14-day training workshop on Construction & Safety Management of Hydropower and Dam for Lancang-Mekong Countries was held in China. Thirty-three government officials, scientific researchers and technical experts in the fields of hydropower and dam safety from Laos, Vietnam, Cambodia, Myanmar, and Thailand were invited to participate the workshop. Through the presentations, on-site investigations, exchanges and cultural experiences, etc., the participants learned the new technology, laws, regulations and technical standards in the fields of hydropower and dam safety.
2. Technical Exchanges and Joint Researches was implemented among LM countries to provide technical support for safety management of hydropower stations and dams. Two missions from China visited Laos, Vietnam and Thailand, jointly researching on comparison of laws, regulations and technical standards on dam safety management between LM countries, discussing on topics of dam safety monitoring and evaluation, analyzing safe operation conditions and efficiency of hydropower stations, studying on integrated reservoir dispatch technology in the river basin, etc. Based on best practice technology sharing and joint research, suggestions on establishment of dam safety regulatory framework for Laos and Vietnam was put forward and its adaptation to other Mekong countries was studied.
3. The Seminar on Safety Management of Hydropower and Dam for Lancang-Mekong Countries was held in Bangkok, Thailand. The topics covered new concepts on hydropower station and dam safety management, laws, regulations and technical standards.
Ⅲ Expected Outcomes/Achieved Results and Prospects
1. Organization of a training workshop on Construction & Safety Management of Hydropower and Dam for LM Countries, thirty-three government officials, scientific researchers and technicians in the fields of hydropower and dam safety participated the workshop.
2. Suggestions on improvement of dam safety laws, regulations and technical standards.
3. Organization of a Seminar with 30 attendees on Safety Management of Hydropower and Dam for LM Countries. Experiences and cooperation of dam safety management among the LM Countries were also exchanged and summarized, laying a more solid foundation for in-depth pragmatic cooperation in the field of dam safety next step.
