Ⅰ Objectives
The purpose of the "Workshop on Technical Standards for Water Resources and Hydropower "project is to promote the Lancang Mekong River Basin water resources cooperation to achieve practical results as soon as possible, give full play to the influence of water resources and hydropower engineering technical standards, and play a bridge and link role in realizing the trans formation of engineering technology and scientific and technological achievements into productivity, promote China's competitive advantage in the field of water resources and hydropower engineering technology and engineering construction, and strive to become the leader of market rules. Through the opportunity of the澜湄合作专项基金Lancang Mekong cooperation special fund, we will take advantage of three to five years to carry out promotion and training on China's water resources and hydropower project construction standard system and important standards, and publicize the concept of China's water resources and hydropower project construction.
Ⅱ main activities
The General Institute of Water Resources and Hydropower Planning and Design, Ministry of Water Resources (GIWP) and China Water Resources Beifang Investigation, Design and Research Co. Ltd. (BIDR) held the semi-annual workshop on Technical Standards for Water Resources and Hydropower in Tianjin during 13-19 May and 2-9 September 2018, and invited 55 water resources management and technical personnel from Cambodia, Laos, Myanmar, Thailand, Vietnam and Bangladesh for exchange and training. The theme of the workshop is urban flood control planning, which is carried out by means of expert lectures, technical exchanges and field visits. The main contents include the introduction of China's water resources and hydropower project construction standard system, the application examples of China's water resources and hydropower standard system in foreign projects, the introduction of some China's water resources and hydropower standards and Tianjin's urban flood control system, etc. During the workshop, participants were also organized to visit Flood Control Project and Landscape Engineering of Haihe River Basin in Tianjin, Shisanling Pumped Storage Power Station in Beijing, and Water Saving Irrigation Demonstration Base of Ministry of Water Resources, etc.
Ⅲ Expected Outcomes/Achieved Results and Prospects
1. Promoting the standard "going out"
By showing China's relevant technical application results and advanced concepts, water resources management and technical personnel of Lancang Mekong River Basin countries have a more correct understanding of China's national conditions, which is conducive to creating a positive international public opinion environment and enhancing mutual understanding, mutual trust and cooperation between China and relevant countries. We should give full play to the influence of water resources and hydropower engineering technical standards, strive to become the leader of market rules, and promote the internationalization of water resources and hydropower engineering construction standards.
Through two standard workshop, the participants have a certain understanding of China's standard system and technical development, and have a strong interest in it. They hope to participate in the translation of China's water resources and hydropower technical standards and specifications, and jointly promote the internationalization of standards. According to the arrangement of follow-up work, it is planned to invite relevant technical personnel from Laos to participate in the translation of Design standard for irrigation and drainage engineering (GB 50288-2018).
2. Promote project cooperation
A hydropower station collapsed on July 23, 2018 in Athupo province in southeast Laos, causing heavy losses. Through the contact and communication of the workshop, we learned that Laos needs to conduct a comprehensive appraisal of its domestic dams. The GIWP and the BIDR responded quickly and actively communicated with the Ministry of Water Resources to promote the project cooperation.
3. Expand market communication channels
The successful holding of the two workshop has established a wide range of resources for the South East Asia market development. After the workshop, the GIWP and the BIDR paid a return visit to the units where the participants worked. On June 20, the BIDR staff visited the office of Water Resources of Thailand (ONWR), Royal Irrigation Department (RID) and Thailand Water Resources Agency (DWR), and attended the 11th Seminar of Irrigation and Drainage Committee of RID in Bangkok and gave a keynote speech. It has laid a foundation for market development.
