I. Objectives
With a focus on integrated water resources management, this project mainly includes a 14-day seminar, i.e. Seminar on Integrated Water Resources Management for Senior Officials of Asian Countries. The objectives of this project are listed as follows:
1. to invite 30 participants mainly made up of senior government officials and technical experts working in the field of water resources management in Asian countries including all Lancang-Mekong River countries to attend the seminar; to promote human resources development in the neighboring Asian countries for water resources management and water resources planning.
2. to exchange and share to the greatest degree China’s management policies, practices, achievement in water resources management and other Asian countries’ experience in water management; to facilitate cooperation and development among Asian countries in the field of water resources management; to seek solutions to the common troubles confronted by all Asian countries concerning water resources management; to come up with future visions on cooperation in the related field.
3. to publicize and popularize China’s water-related advanced proven technology and applicable equipment; to introduce Chinese water-related technology, equipment and standards to the outside world; to promote industrial capacity cooperation in Asian countries.
II. Main Activities
The main activities of the 14-day Seminar on Integrated Water Resources Management for Senior Officials of Asian Countries include the following:
1. Technical presentations were delivered during the seminar with different topics including Overview of Water Resources Development and Management in China, China’s Dam Safety Monitoring Technology and Application, Clean Energy Development and Application in China’s Rural Areas, Small Hydropower Planning and Safe Operation in China, Overseas Practices and Financing of Small Hydropower, Overview of Small Hydropower and Rural Electrification Development in China, Green Hydropower, Automation Management of Hydropower Plants, Status Quo and Development of Automation Monitoring Technologies, etc. The lecturers were invited from Nanjing Hydraulic Research Institute, Dam Safety Management Center of MWR, Nanjing Automation Institute of Water Conservancy and Hydrology, National Research Institute for Rural Electrification, etc. The participants carried out in-depth discussions and shared the basic situations of their own countries on the topics of water resources management, hydropower development and international cooperation, etc. with Chinese experts.
2. Workshops were arranged including “Workshop on Hydropower and Dam Safety Management”, “Workshop of Water Resources Management for Trans-boundary Rivers and Changing Environment”, “Workshop on Small Hydropower Operation and Management” and “Workshop on Multi-energy Complementation and Rural Electrification in ASEAN Countries and Lancang-Mekong River Sub-region”, etc. These workshops were arranged on the basis of the on-going programs implemented by Nanjing Hydraulic Research Institute and National Research Institute for Rural Electrification including Lancang-Mekong Cooperation Fund program, Perez-Guerrero Trust Fund program and China-ASEAN Maritime Cooperation Fund program. During the workshops, the progress of the on-going programs and the follow-up work were exchanged and shared, and in-depth discussions and analysis of related topics were carried out among all Lancang-Mekong and Asian countries. Besides, all seminar participants took part in the 2nd “Lancang-Mekong Week” activities including the Youth Forum on Lancang-Mekong Water Resources Cooperation. In addition, study tours were also arranged for the participants to Three Gorges Project, Gezhouba Water Conservancy Project and Multi-energy Complementation Lab, National Water Museum of China, etc.
3. Conferences of exchange were also included in the seminar period to bridge China and other Asian countries for future cooperation. The representatives from Hexing Electrical Co., Ltd. and Hangzhou Yatai Hydro Equipment Completing Co., Ltd. were invited to the seminar to share their technology and technical solutions. Besides, all the participants from different countries shared the situation of water resources management in their own countries, and inspired extensive discussions on project financing, operation mode, technical solutions, etc. among the group.
III. Expected Outcomes/Achieved Results and Prospects
The 14-day seminar includes 10 technical presentations, 4 workshops, 2 meetings with Chinese companies, 3 study tours to hydro projects and labs, “Lancang-Mekong Week” activities, as well as some activities of Chinese cultural experience.
1. The seminar invited in total 31 attendees mainly made up of senior officials and technical experts from Cambia, Laos, Thailand, Vietnam, the Philippines, Indonesia, Malaysia, Mongolia and Sri Lanka, and the seminar worked to enhance their knowledge about water resources management theories and practice.
2. Through presentations and workshops as well as study tours, China’s theories, policies and experience in integrated water resources management as well as China’s achievements in water conservancy construction were successfully shared and popularized.
3. By communications and exchanges among the participants and Chinese companies, China’s comprehensive competence, advanced technology and applicable products were introduced, which will greatly promote Chinese enterprises to go global, thus building a platform of mutual benefits for Asian countries to cooperate in the water field.
