Demonstration of Integrated Management of Typical Small Basin in the Lancang-Mekong Countries (Phase I)
Ⅰ Project Summary
Focusing on the cooperation topic of “integrated management of small river basins” in the cooperation field of “water resources protection and green development” in the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022), based on the green and sustainable development idea, this project will select a typical small basin in Nam Ou River basin of Laos to formulate an implementation plan according to the field-investigation-based ecological environment protection and economic and social development needs of the Lancang-Mekong countries and China’s experience of green development in the integrated treatment of small basins. Based on the plan, a series of integrated management measurements of purification of drinking water source, prevention of soil and water loss, and consolidation and improvement of flash flood disaster prevention system will be carried out in a demonstration village within the small basin for Laos. In the end, the experience for small basin integrated management of this project will be summarized and shared to promote the mutual communication and cooperation between China and Laos. The results of this project can help reduce the loss of natural disasters, improve the well-being of residents and offer references to balance the ecological environmental protection and economic development for Laos, which has great significance for promoting the water resources cooperation among the Lancang-Mekong countries.

Ⅱ Objectives
Based on the formation of integrated management plan of typical small basins in Laos, demonstration for integrated management of a typical small basin and experience sharing, this project aims to:
(1) offer experience for demonstration and capability enhancement to balance the ecological environmental protection and economic development and to promote the coordinated development of river basins for Laos;
(2) promote the mutual communication and expand the breadth and depth of the cooperation among the Lancang-Mekong countries.
Ⅲ main activities
(1) Formation of integrated management plan of typical small basins
By taking typical small basins in the mountain region of the Nam Ou River in Laos as the objects, this project defines the integrated management and green development needs of small basins, puts forward the integrated management ideas and objectives, and develops plans for integrated management of small basins.
(2) Demonstration for integrated management of typical small basins in Laos
This projects selects 1 demonstration areas in typical small basins of the Nam Ou River in Laos to carry out demonstration for ability building for integrated management.
(3) Experience exchange of demonstrations
This projects summarizes the benefits and effects focusing on the building of demonstration pilot projects; proposes experience that can be learned, replicated and used for reference or modes worth promoting; and conducts all-round publicity and promotion through various channels.
Ⅳ Expected Outcomes/Achieved Results and Prospects
Based on the advice of experts from the Nam Ou River Basin Hydropower CO., LTD, the current option for the demonstration village is a village named “Yange”, which is located at the junction between Nam Ou River and its tributary, the Nam Li River. The Nam Li River basin is selected as the typical small basin for this project.
Inhabited by immigrants: located near the fifth station of the cascaded hydropower stations of Nam Ou river.
Convenient traffic condition: 8 hour’s drive to Luang Prabang.
Great demonstration significance: 74 households; population: above 400; with serious problems of flash flood disasters and soil erosion.
