Objective
In accordance with unique geographical and climate features of Laos and Cambodia, NHRI customizes applicable sensors with well-proven technology to observe key hydrological elements of the Mekong River Basin, i.e., discharge, water level, precipitation, wind speed, wind direction, temperature and humidity. In parallel with facilities upgrade, technical training is also conducted. The project aims at strengthening Mekong countries’ capacity for hydrological work and improving their hydrologists’ expertise.
Content
The service is being rolled out by three stages in 35 hydrometric stations in Laos and Cambodia.
1. Automatic System of Hydrological Data Acquisition and Transmission (HDAT) with Radar and Video Surveillance for the Sekong River in Laos. NHRI sets up 13 stations along the Sekong River—4 water level and rainfall stations (applying bubble-type rainfall gauges), 4 discharge stations (equipped with noncontact radar), 4 meteorological stations and one master station—to create an on-line automatic monitoring network through telemetry.
2. Automatic System of Hydrological Data Acquisition and Transmission (HDAT) with V-ADCP and Video Surveillance for the Tonle Sap Lake in Cambodia. NHRI sets up 12 stations along the Tonle Sap Lake—4 water level and rainfall stations with radar, 3 V-ADCP discharge stations, 4 meteorological stations and one master station—to create an on-line automatic monitoring network through telemetry.
3. Automatic System of Hydrological Data Acquisition and Transmission (HDAT) with H-ADCP and Video Surveillance for the Nam Ou River and the Nam Theun River in Laos. NHRI sets up 13 stations along the Nam Ou River and the Nam Theun River—4 water level and rainfall stations (with ceramic pressure sensors), 4 H-ADCP discharge stations, 4 meteorological stations and one master station—to create an on-line automatic monitoring network through telemetry.
Anticipated Achievements
Once completed, this project will exemplify China’s hydrological monitoring technology, enhance recognition of China’s technical standards overseas, and deepen Lancang-Mekong cooperation. It will play an active role in publicizing the strategic significance of the Belt and Road Initiative.
Prompt and accurate forecast of rivers and floods delivered by the Automatic System of HDAT will help local water authorities better grasp water resources situation along the Mekong River, so as to be responsive to disasters and risks. Based on the system, a comprehensive flood-control information platform can be built.
The system is able to acquire, verify, and correct hydrological data of the Mekong River instantaneously, and transfer the data to targeted places in real time. With this inherent quality, it will facilitate rational utilization of water resources, precise flood-control deployment, and timely emergency rescue by providing decision-making departments with reliable scientific basis. Besides, it contributes to engineering management, drought relief and local economic development.
