Ⅰ Objectives 

Dam Safety Evaluation Action Plan for Lancang-Mekong Countries aims to refer to Chinese best practice experience and consider the local situation, to assist Laos, Vietnam and other Mekong countries in preparing technical documents such as “Recommendations on Dam Safety Evaluation Methods” that are consistent with their characteristics. 

Through selection of six typical projects, promotion and demonstration of practical technologies on dam safety evaluation, organization of personnel training, etc., to improve dam safety management capacity in Lancang-Mekong Countries. 

 

Ⅱ main activities 

1. Joint prepare technical documents for Lancang-Mekong countries, such as recommendations on dam safety evaluation methods, etc. 

2. Carry out pilot projects on detection of potential dam defects and evaluation of dam safety, including: 

Organize a joint expert team to conduct on–site dam safety inspection; 

Select 6 dams as demonstration projects in Cambodia, Laos, Vietnam, to carry out preliminary work of dam safety evaluation, supplement engineering geological survey, on-site detection of concrete and metal structures, to demonstrate and apply nondestructive detection technology for latent defects. 

Develop intelligent cloud service platform for dam safety evaluation with functions of collection of basic data, compiling of dam operation report, etc., to improve the efficiency of on-site inspections and safety evaluation.  

Carry out safety evaluation for selected six demonstration dams, review the ability of flood control, seepage safety, structural safety, seismic safety, and metal structure safety and operation management. Make suggestions and recommendation on dam safety improvement.  

3. Organize training course on dam safety evaluation for Lancang-Mekong Countries. The training will cover the courses of Procedures of On-site Dam Inspection, Detection Technology of Concrete and Metal Structures, Non-destructive Detection Technology and Equipment for Latent Dam Defects, Key Technology of Dam Safety Evaluation, and Guidelines on Dam Safety Evaluation. During the training, it is planned to organize visits to the Jiangsu Provincial Flood Control Training Center and Xiaolangdi Dam Site for case study. 

Ⅲ Expected Outcomes/Achieved Results and Prospects 

1. Recommendations on dam safety evaluation method for Lancang-Mekong countries. 

2. Proposal of Guidelines on on-site dam inspection. 

3. An intelligent cloud service platform for dam safety evaluation. 

4. Dam Safety Evaluation report for six demonstration projects.  

5. An expert team on dam safety evaluation in Lancang-Mekong countries, more than 30 trainees of dam safety personals.
