The Sino-ASEAN Flood Control and Drought Relief Emergency Management Cooperation Project
ⅠProject Summary
China and ASEAN countries are connected by land and sea, coexisting in East Asia and Southeast Asia where is prone to flood and drought frequently. Disaster prevention and mitigation has become an important area of cooperation between China and ASEAN countries. In order to create a new growth point of sub-regional cooperation, the construction of Lancang-Mekong community with shared future will help the construction of Sino-ASEAN community with shared future. Based on the Lancang-Mekong water resources cooperation project supported by the Sino-ASEAN Maritime Cooperation Fund, the project makes full use of the existing achievements, data and communication channels and faces the common problems of frequent flood and drought in ASEAN countries, and takes flood control and drought relief as the breakthrough point. It is in line with the actual needs of ASEAN countries to implement flood control and drought relief technology exchange, training and capacity building, investigation and analysis of ecological conditions of typical rivers in ASEAN countries under the stress of flood and drought disasters, research and development of Sino-ASEAN Countries cooperation platform for flood control and drought relief emergency management, and demonstration construction of Sino-ASEAN cooperation in flood and drought relief emergency management.

Ⅱ Objectives
In order to consolidate and promote Sino-ASEAN Countries cooperation, GMS, Lancang-Mekong cooperation and other sub-regional cooperation mechanisms, take flood control and drought relief cooperation as the breakthrough point, and give full play to China's advantages in capital, technology and talents through the implementation of this project, actively implement China's commitment on international cooperation in disaster prevention and mitigation area of the UN's post-2015 development agenda, and build Sino-ASEAN Countries cooperation in flood control and drought relief into a new highlight of cooperation between China and ASEAN countries, so as to improve the people's welfare of ASEAN countries, realize mutual benefits and win-win results, and make practical contributions to the common and harmonious development of the region.
Ⅲ main activities
(1) Sino-ASEAN Countries flood control and drought relief technology exchange, training and capacity building
The Sino-ASEAN countries workshop on flood control, drought relief and integrated water resources management was held for officials and senior scientific researchers of flood control and drought relief departments and water resources management departments of ASEAN countries, focusing on the emergency management of flood control and drought relief, integrated water resources management, and modes, methods and measures of Sino-ASEAN countries cooperation to deal with flood and drought disasters, on the spot investigation of Lushui water control project, Three Gorges Project and Gezhouba project
The training program on flood control and drought relief technology are held for management and technical personnel of flood control and drought relief departments of ASEAN countries. The training focuses on flood forecasting theory, flood disaster statistics, flood control structuring measures planning, flood control non-structuring measures planning, flood control and drought relief plan preparation, and on-site investigation of Nuozhadu and Jinghong hydropower stations
The training program on hydrological monitoring technology of ASEAN countries was held for hydrological monitoring technical personnel of ASEAN countries. The training focuses on the training of hydrological instruments, metrological calibration technology, hydrological monitoring technical standards and specifications, hydrological data compilation method, hydrological data compilation system, and application of hydrological automatic measurement and reporting system. Combined with the hydrological and rainfall monitoring and information platform module of Lancang-Mekong River basin developed by China, guide trainees to operate and carry out necessary system maintenance and improvement training
(2)Investigation and Analysis on ecological status of typical rivers in ASEAN countries under flood and drought stress
Based on GIS technology, hydrological and geomorphological information such as altitude, slope, vegetation and other hydrological and geomorphic information in the target area is extracted. Combined with the field survey data of the typical section of the Mekong River, the appropriate indicators and methods are selected. At the same time, the samples are taken from each type of river for field investigation and evaluation, and the ecological regionalization of the river reaches is studied
(3) Research and development of China-ASEAN Countries cooperation platform for flood control and drought relief emergency management
The design and integration of China-ASEAN Countries flood control and drought relief emergency management platform, the construction of spatial and non-spatial database of ASEAN countries, the construction of integrated information service system of flood control and drought relief emergency management between China and ASEAN, the rainfall forecast scheme and information collection of ASEAN countries, and the development of flood and drought warning and forecasting system of ASEAN countries
(4) Demonstration construction of Sino-ASEAN countries cooperation in flood control and drought relief emergency management
The demonstration construction project of Laos national water resources information and data center is one of the tasks of Lancang-Mekong river resources cooperation project supported by Sino-ASEAN Maritime Cooperation Fund. The project has completed the planning report of Laos national water resources information and data center demonstration construction project and the construction of 25 automatic monitoring stations (including 1 Flow Online monitoring station). In order to improve the number of water resources monitoring stations in Laos, according to the automatic collection and transmission system, we can better play the role of Laos national water resources information and data center. Now we impliment the construction project of Laos national water resources information and data center (phase II), gradually improve the construction of automatic data acquisition and transmission stations of water resources Station Network in each province, and continue to implement the construction of automatic collection and transmission system of 22 rainfall stations and 4 hydrological stations.
(5) The formulation and system development of typical basin forecast schemes in ASEAN countries
The formulation and system development of typical basin forecast schemes in ASEAN countries include the formulation of forecast scheme for Nam Ou River Basin, formulation of operation scheme of Nam Ou river reservoir, development and integration of forecasting system of Nam Ou River Basin and flood control operation system of middle and lower reaches of Lancang River.
(6) Sino-Laos mountain torrent disaster defense cooperation and demonstration
Sino-Laos mountain torrent disaster defense cooperation and demonstration aim to select several monitoring points in the typical area of Nam Ou river, complete the installation of monitoring equipment, and coordinate the implementation of the operation and maintenance of monitoring equipment in Laos; Measure the rainfall and soil moisture content of the monitoring points to establish a database, and share the monitoring information with Laos. Then, analyze the possibility and impact of flood and drought disasters in the demonstration, and propose the corresponding countermeasures to Laos in time.
Ⅳ Expected Outcomes/Achieved Results and Prospects
The Sino-ASEAN workshop on flood control, drought relief and integrated water resources management and the training program on flood control and drought relief technology were successfully held in China respectively in 2019, and in-depth exchanges were carried out with 60 ASEAN countries' flood control and drought relief management and technical personnel.

The investigation and analysis of ecological status of typical rivers in ASEAN countries under the stress of flood and drought disasters is carried out to provide scientific support for regional differential management and emergency management measures for flood control and drought relief in the basin.

Based on geographic information technology, combined with manual collection and sorting, network crawling, timing synchronization and other data aggregation means, through the integration of basic geographic data, water conservancy thematic data, water and rainfall data and multimedia materials, the Sino-ASEAN countries emergency management platform for flood control and drought relief is formed, which provides information overview, data query and analysis services for basin managers. It provides historical and real-time data support for drought disaster analysis of Lancang-Mekong river basin in July 2019.

We have compiled the technical report on flood forecast scheme compilation of the Nam Ou River Basin, technical report of the flood forecast system of the Nam Ou River, and detailed design report of the system. Through the Sino-Laos mountain torrent disaster defense cooperation and demonstration, we will complete the statistics and analysis of mountain torrent disasters in the demonstration zone under the condition of internal and external motivations, put forward the mechanism and the risk of mountain torrent disaster of the typical small watershed, build a mountain torrent disaster defense system and pattern suitable for the regional characteristics of the typical small watershed of Nam Ou river, promote the technical ability of mountain torrent disaster prevention in Laos, realize information sharing and cooperation in the area of mountain torrent disaster defense between China and Laos.
