Minutes of the Second Special Meeting of Joint Working Group for Consultation on the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022)

Luang Prabang City, Lao PDR

1. The 2nd Special Meeting of Joint Working Group (JWG) for consultation on the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022) was held in Luang Prabang City, Lao PDR on 10th-11th October 2018. Delegations of six Lancang-Mekong countries participated in the meeting.

2. The Meeting was chaired by Mr. Chanthanet Boualapha, head of Lao delegation, Secretary General of Lao National Mekong Committee Secretariat, Ministry of Natural Resources and Environment and Co-chaired by Dr. Yu Xingjun, head of Chinese delegation, Consul (DG level), Department of International Cooperation, Science and Technology, Ministry of Water Resources; Cambodian Delegation was headed by Mr. Khlok Sam Ang, Director of Department of Planning and International Cooperation, Ministry of Water Resources and Meteorology. Myanmar delegation was headed by Mr. Htun Lwin Oo, Director General of Directorate of Water Resources and Improvement of River Systems, Ministry of Transport and Communications. Thai delegation was headed by Mr. Bhadol Thavornkitcharat, Deputy Director General, Department of Water Resources, Ministry of Natural Resources and Environment. Vietnamese delegation was headed by Ms. Nguyen Hong Phuong, Deputy Director General of Viet Nam National Mekong Committee, Ministry of Natural Resources and Environment.

3. Dr. Zhong Yong, Secretary General of Lancang-Mekong Water Resources Cooperation Center (LMWRCC), facilitated the consultation on the Draft Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation and the Implementation Guideline.

4. The Meeting was proceeded with an open, friendly and constructive manners. The outcomes of the meeting were recorded as follows.

A. Remarks by the heads of delegations

5. Heads of delegations from six member countries expressed their appreciations to the Lao PDR for hosting the meeting in the beautiful World Heritage City of Luang Prabang. They reassured that the Action Plan on Lancang-Mekong Water Resources Cooperation, as one of the major outcomes of implementing the spirit of the Declarations of the 1st and 2nd LMC Leaders' Meetings, would play an important role in strengthening future water resources cooperation under the LMC mechanism. They believed that LMC water resources cooperation will contribute to the sustainable water resources development in the region and benefit the peoples in the six member countries.

B. Discussion on the Draft Five-year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022)

6. Delegations discussed the draft of the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022) from the 1st Special Meeting of JWG. With the constructive contribution from six member countries, the final draft of the Five-Year Action Plan was agreed.

7. Delegations agreed that the six member countries should make full use of the JWG mechanism under the Lancang-Mekong Cooperation, and expected that the LMWRCC could fully play the role as the platform.

8. Delegation of Viet Nam stressed the importance of enhancing the cooperation among Member Countries on the emergency cases of flood and drought in Lancang-Mekong River during the implementation of the Action Plan

9. Delegations agreed to complete internal approval procedures of Action Plan respectively by end of November 2018; the Action Plan will be released at the 4th LMC Foreign Ministers’ Meeting in December 2018.

C. Discussion on the Implementation Guidance for Five-year Action Plan on Lancang-Mekong Water Resources Cooperation

10. Delegations discussed the Implementation Guidance for the Action Plan and agreed to provide feedback to LMWRCC after internal consultation with their concerned agencies by the end of November, 2018.

11. Delegations expressed their appreciations to LMWRCC’s for its efforts in preparation and facilitation in consultation of the Five-Year Action Plan as well as the Implementation Guidance

12. Delegations expressed their appreciations to the Lao National Mekong Committee Secretariat for the kind arrangement and hospitality that led the success of the meeting.
