Nanjing Initiative of the Lancang-Mekong Water Resources Cooperation Youth Forum

We, the youth representatives from the six Lancang-Mekong Cooperation(LMC) member countries and international organizations, on the occasion of the Lancang-Mekong Water Resources Cooperation Youth Forum in Nanjing, China on December 7, 2021; 

Bearing the responsibility of working together to address challenges and promote common development for a better future of water governance in the Lancang-Mekong region; 

Conducting in-depth discussions under the theme of "Youths' Responsibility of Water Governance in Lancang-Mekong Countries"; 

Deliberating the Beijing Initiative of the Second Lancang-Mekong Water Resources Cooperation Forum; 

Hereby agree to propose the following consensus and concrete recommendations: 

We recognize that water constitutes a major challenge in the Lancang-Mekong region at the present and in the future. The uncertainty aroused by climate change and socio-economic development will intensify the challenge, to which we must attach great importance and jointly tackle the challenge. 

We believe that water challenge is closely related to  ourselves, our family, our community, our country and the future of the Lancang-Mekong region. It requires joint efforts from individuals, communities, countries, regions and even the whole world. 

We, as young people, will take concerted actions to make contributions to achieving the water-related UN 2030 SDGs in the Lancang-Mekong region. 

We believe young people are the core force of water governance in the Lancang-Mekong region. With our wisdom,we should bear the responsibility and make our specific contributions to improving the regional water governance, tackling water resources challenges, and promoting sustainable management and utilization of water resources.  

We believe that the Lancang-Mekong region is an important part of the globe in terms of water governance. We welcome and support any international efforts that advocate scientific spirit, tackle water challenges, improve water governance, enhance the well-being of the people, and promote sustainable socio-economic development. 

We believe that water issues in the Lancang-Mekong region should be solved through consultation and cooperation among the LMC member countries. Our cooperation came into being because of our shared river, and harnessing the river for our common good is essential to our future success. We, the youths from the Lancang-Mekong region , are willing to actively participate in the Lancang-Mekong water resources cooperation and contribute with our wisdom and strength to its prosperity. 

We call for strengthening the Lancang-Mekong Youth Exchange and Cooperation Mechanism, which should be considered and supported by the Joint Working Group on Water Resources Cooperation of LMC. The topic on youth should be discussed at the Ministerial Meeting of Lancang-Mekong Water Resources Cooperation and the Lancang-Mekong Water Resources Cooperation Forum. Exchanges on water resources  should be included in the activities conducted by the Lancang-Mekong Youth Exchange and Cooperation Center. 'Youth Cooperation Think Tank' and 'Youth Round Tables' should be established under the LMC Water Resources Think Tank Alliance. The Lancang-Mekong Water Resources Cooperation Center should support the building of this mechanism. 

We suggest more youth exchanges and training activities be held and more cultural exchanges be organized under the Lancang-Mekong Youth Exchange and Cooperation Mechanism. We hope, based on the improvement of water governance, we enhance mutual understanding and trust, improve young people's awareness of regional community, and further promote 'People-to-people Bond. 

We firmly believe that education plays an important role in strengthening young people's professional capacity. We  suggest the Lancang-Mekong Institute be established to further strengthen academic education in the field of water resources, expect the six member countries to further strengthen cooperation in education to enhance young people's professional ability in water governance, and provide strong talent support for deepening water resources cooperation and promote water governance in the member countries. 

We are grateful to the Chinese government for providing the public goods of higher education in water resources. We appreciate that Hohai University and the Lancang-Mekong Water Resources Cooperation Center have jointly implemented the "Master Program on Youth Talent for Lancang-Mekong Water Resources Cooperation". We look forward to the continuous improvement of this program, and expect it to be brought into full play in fostering youth talents. 

In view of the shortage of water talents and insufficient water governance in some of the LMC member countries, we are determined to play a greater role in water governance, and strive to solve water problems faced by our communities, regions and even the whole country. At the same time, we will actively improve our capacity in practice. 

We agree that young people are the vital force in the Lancang-Mekong Water Resources Cooperation. We hope to closely integrate our self-development with the needs of the LMC water cooperation and make contributions to information sharing, project cooperation, and joint researches. 

We call on all stakeholders to work together, to create more learning and training opportunities for young people, especially those from poor rural and urban areas so as to improve water and sanitation conditions in these areas, and to jointly cope with water challenges brought about by socio-economic development and climate change. 

We call on the governments and relevant organizations of the six Lancang-Mekong countries to provide more channels and opportunities for youth volunteer service and to enhance their awareness and desire of cooperation in water related areas. 

We believe the participation of young women is crucial in solving water issues. We appreciate and continue to support young women's equal participation in water governance in the Lancang-Mekong region, and give full play to their unique role in water governance. 

We appreciate and practice the Green Development Concept and are willing to take actions to disseminate  advanced ideas of water governance, to promote the sustainable development, utilization and protection of water resources, and to realize the vision of making the Lancang-Mekong region  beautiful, prosperous and harmonious. 

We recognize water infrastructure is of great significance to the sustainable management and utilization of water resources in the Lancang-Mekong region. We are willing to follow the scientific spirit and concepts regarding people's livelihood, strive to promote the construction of water infrastructures in the region. At the same time, we will conduct water education to scientifically communicate water knowledge to the public and  enhance people's understanding of water resources. 

We commend the Beijing Initiative of the Second Lancang-Mekong Water Resources Cooperation Forum. We would like to extend our appreciation to Hohai University, Fudan University, and the Lancang-Mekong Water Resources Cooperation Center for successfully organizing and hosting this Youth Forum. We are willing to spare no effort to implement the Youth Initiative and look forward to the next forum.
