Beijing Recommendations of the 2nd Lancang-Mekong Water Resources Cooperation Forum

We, delegates from the six Lancang-Mekong Cooperation (LMC) member countries, and representatives of international organizations, civil social organizations (CSOs), scientific and academic communities and enterprises,met at the 2nd Lancang-Meong Water Resources Cooperation Forum via video from 7th to 8th December ,2021 . with the theme of Working Together to Address Challenges and Promote Common Development ,we had conducted intensive exchanges on water related issues,and  jointly launched the Beijing Recommendations of the 2nd Lancang-Mekong Water Resources Cooperation Forum.

1. We have reviewed the significant progress on Lancang Mekong water resources cooperation since the 1st Lancang-Mekong Water Resources Cooperation Forum was held on November 1st-2nd, 2018. The top-level design for cooperation among LMC countries in sustainable water resources utilization has been enhanced, policy dialogue on water resources strengthened, the Five-Year Action Plan on Lancang-Mekong Water Resources Cooperation (2018-2022) implemented in a smooth and productive manner, water-related livelihood improvement projects jointly formulated and carried out, information sharing promoted, personnel exchange intensified, collaboration with other sub-regional mechanism expanded. We are delighted to see that, in the spirit of solidarity, mutual assistance and consultation on the basis of equality, the LMC countries are committed to sharing development opportunities across the river basin, working together to address water-related challenges to the sustainability of the river basin, and jointly pushing the Lancang-Mekong water resources cooperation to a new height.

2. We recognize that the LMC countries are facing challenges such as increasing demand for water resources, frequent occurrence of floods and droughts, aquatic ecosystem degradation, aggravating pollution and uncertainties brought about by climate change. We applaud that the LMC countries will further strengthen policy dialogue, technological cooperation, information and data sharing on water resources, and jointly improve the level of sustainable utilization, management and conservation of water resources, promote the sustainable socio-economic development of all the LMC countries, and push ahead the progress towards the achievement of the water-related targets under the framework of the United Nations Sustainable Development Goals (SDGs) and benefit the people in the LMC countries.

3. We agree that the LMC countries give thorough consideration to the national conditions and water conditions of each country , fully respect the legitimate rights and interests of each country in consistent with principles of international law, especially the principle of 'comprehensive consultation, joint contribution and shared benefits', so as to build the Lancang-Mekong water resources cooperation into the 'flagship brand' of the LMC and make the Lancang-Mekong River as a river of friendship, cooperation and prosperity.

4. We hereby acknowledge the need to:

a. take sustainable socio-economic development of the river basin as the goal, adhere to the concept of people-oriented and harmony between human and water, fully respect the laws of nature and make overall planning of socio-economic development and the utilization and conservation of water resources, and promote green, high-quality development of the Lancang-Mekong Region.

b. actively promote the joint study on 'Hydrological Changes in the Lancang-Mekong River Basin and Adaptation Strategies', strengthen coordination and cooperation across the river basin, take joint and concerted actions to deal with floods, droughts and other adverse impacts caused by climate change and human activities, and address water-related issues of common concerns.

c. encourage all stakeholders, including the governments of the LMC countries, regional and international institutions, scientific and academic communities, enterprises, CSOs,  to work together to provide safe and affordable water and sanitation services for vulnerable communities, women and children,etc.

d. intensify cooperation in facilitating the socially equitable, environmental friendly and safe development of highly resilient water infrastructure , especially in disaster-prone areas, with the aim of ensuring water, energy and food security in the region.

e. further enhance information and experience sharing in the field of water resources across the Lancang-Mekong River basin, actively push forward the implementation process of information sharing platform for the Lancang-Mekong water resources cooperation so as to provide scientific basis and technical support for the rational development, utilization and conservation of water resources and water-related ecosystem in the river basin.

f. actively advance and reinforce collaboration with existing cooperation mechanisms and initiatives such as the Belt and Road Initiative (BRI), the ASEAN, the Greater Mekong Subregion Economic Cooperation (GMS), the Mekong River Commission (MRC) and  Ayeyawady-Chao Phraya-Mekong Economic Cooperation Strategy (ACMECS) among others, enhance exchanges and mutual learning, expand the partnership network of LMC water resources cooperation, and pool resources and actions to promote the sustainability of the region.

g. involve more young people to take an active part in the Lancang-Mekong water resources cooperation, promote and disseminate the concepts of and practices in good water governance, and enable them to play a pioneering role in information sharing, cooperation projects and joint studies, and make positive contribution to addressing the water security challenges in the region and beyond.

5. More regional and international partners are welcome to join these Recommendations for the synergy in the regional water resources cooperation as well as the sustainability and mutual benefits in the Lancang-Mekong region.
