Tsinghua University is directly under the Ministry of Education of the People's Republic of China, and is a comprehensive research university with the main characteristics of science and technology. Tsinghua University has a State Key Laboratory of Water and Sand Science and Hydroelectric Engineering, which is mainly engaged in scientific research in hydrology and water resources science and management, water and sand science and water environment, and water conservancy engineering construction, etc. It has a research team with many academicians, Changjiang scholars and NSFC Outstanding Young funders. Tsinghua University's achievements in watershed hydrological modeling, coupling of land and air processes, disaster prevention and mitigation, water and soil resource planning in arid zones, and optimal allocation of water resources are at national and international advanced levels.

Tsinghua University Research Center for Water and Ecological Security of Transboundary Rivers (hereinafter referred to as the Center) is committed to become an international basic research base for water and ecological security of transboundary rivers with international advanced level and significant influences at both domestic and overseas, and to cultivate a group of outstanding scientists in the field of transboundary water resources research in China. The Center will provide scientific basis for the national construction of cross-border resource environment and ecological security, major regional international cooperation, and the formulation of foreign policy, and provide technical and policy support for the national "One Belt, One Road" and major strategic needs of regional international cooperation.

Participate Situation

1.On July 14, 2020, Professor David Grey from the University of Oxford, Professor Murugesu Sivapalan from the University of Illinois, Chief Strategy and Partnership Officer Anoulak Kittikhoun from the Mekong River Commission, and more than 10 experts and representatives from six Mekong countries held an online meeting to discuss and evaluate the report Assessment of Drought Characteristics and Reservoir Scheduling Impacts in the Lancang-Mekong River Basin, led by Professor Tian Fuqiang from Tsinghua University and jointly completed by the China Institute of Water Resources and Hydropower Research.

The experts unanimously agreed that the report, with its advanced methodology and informative data, accurately reveals the drought characteristics of the Mekong River Basin, the causes of the 2019 drought and the regional composition of the natural flow of the Mekong River at the main sections, and scientifically clarifies the mitigating effect of the Lancang River reservoirs on the Mekong River drought in general.

2.On September 18, 2020, the International Seminar on Water Resources Construction and Livelihood Development in Myanmar, co-organized by the Mekong Water Cooperation Think Tank and Tsinghua University, was successfully held online.

Roger Gill, President of International Hydropower Association, Tian Fuqiang, Professor of Tsinghua University, USan Wai, former Deputy Director General of Hydropower Construction Department, Ministry of Electricity and Energy, Moe Thu Za, Vice President of Energize Myanmar, Zhang Weidong, Senior Expert of UNDP, Fany Wedahuditama, Regional Coordinator of Southeast Asia Committee of Global Water Partnership, Chanthanet BOUALAPHA, secretary general of the Lao National Mekong Committee, and Zhong Yong, former secretary general of the Langcang-Mekong Water Resources Cooperation Center, attended and spoke at the meeting. More than 30 government officials, business representatives, experts and scholars from Myanmar and other Mekong countries attended the conference. The meeting was hosted by Lu Hui, Associate Professor of Tsinghua University.

3.The Myanmar National Water Resources Committee organized the World Water Day 2019 Annual Scientific Conference and World Water Day Celebration on 5-6 March 2019 in the capital Nay Pyi Taw. Prof. Tian Fuqiang attended the event as a special invited expert and delivered a speech.

At the forum, Prof. Tian Fuqiang introduced the important role of dam construction on economic and social development, and demonstrated the rigorous academic attitude and high academic level of Chinese scholars, which was highly evaluated by the participants. During the forum, Prof. Tian was interviewed by Mizzima Weekly, a mainstream English language media in Myanmar. On the occasion of the 27th World Water Day on March 21, the journal published an interview with the title "Water Management Options In Myanmar". The article was objective and impartial, responding well to the hot issues related to water in Myanmar, and effectively addressing the negative public opinion against dam construction in Myanmar in recent years, playing a good role in guiding and responding to public opinion.
